The Arizona
Private School Association is a self-regulating body of licensed
private career colleges & schools. The curriculums are designed
for post secondary students and adults to acquire a modern skill
for early entry into the job market. APSA is dedicated to quality
post secondary education in the State of Arizona, and to support
the mission and the role of private career schools within the educational
community. Look for the APSA logo, it's your symbol of a quality
education. All APSA colleges and schools must comply with high industry
standards. APSA schools follow a Code of Ethics, educational standards
and advertising guidelines.
All APSA Members
must follow the rules listed below:
- Schools must
employ qualified directors, administrators and teachers.
- Schools will
use a curriculum of adequate level, content, and duration to achieve
the published objectives for which they are offered.
- Schools must
comply with all applicable rules and regulations of the State
of Arizona and have a valid state license to operate a school.
- The school
has a sound financial structure with sufficient resources for
continued operation.
- The school
has an equitable refund policy for the refund of the unused portion
of tuition in the event that a student enrolled in the school
fails to begin a course, withdraws, or is discontinued at any
time prior to completion.
- Satisfactory
standards relating to attendance, the school enforces progress
and conduct.
- The school
is conducted within a permanent facility and location.
- Upon satisfactory
completion of training, the student is given a certificate, diploma,
or degree by the school indicating completion of training.
- The schoolrooms,
buildings, and student housing facilities must meet the requirements
of local authorities.
- Space, area,
heat, light, ventilation must be sufficient and reasonable.
- Educational
laboratory equipment must be such quantity, quality, and type
as to be sufficient and modern for the type of training offered
and the number of students enrolled.
- The program
of instruction must be pre-requisite training for a gainful occupation.
Employment opportunities must support the need for instruction.
- Course content,
quality and length must be consistent with recognized standards.
Adequate course outlines must be available and provided to prospective
students. Subject material must satisfy the current needs of the
industry, and the course length must be clearly defined with a
description of the achievement goals.
- The director
of training must have the educational background, technical experience,
and administrative competence to plan and properly supervise the
training programs.
- Each instructor
must be experienced in the field, trained to teach, and demonstrates
continuing knowledge and study of his particular subject area.
- The instructor
should be of good character and have enough maturity to serve
in the demanding capacity as a teacher.
- The instructional
staff must be large enough to properly serve the student enrollment.
- Qualified
assistant instructors may be used provided they function under
the direct supervision of a qualified instructor.
- Textbooks
and references must be modern, comprehensive and subject related.
- Lesson, project
and information sheets are to be accurate, reflect current knowledge
and practices, and be reproduced legibly and neatly.
- Teaching
devices and visual aids must be adequate for the objectives of
the training program.
- All printed
materials must truthfully represent the school, its training program,
the facilities, and its accreditation (if any).
- Catalogs
and brochures used to advertise the school should explain and
interpret the school accurately.
- Catalogs
must contain information on other course synopsis, hours of each
required subject, entrance requirements, hours of attendance,
tuition charges, fees and discounts, refund policy, scholarship
programs, schedules, grading procedures, student regulation, housing
and placement practices.
- Schools will
enroll only qualified students who may be reasonably expected
to benefit from the training offered.
- The school
must truthfully convey industry requirements and limitations of
opportunities for those who have health or physical problems.
- Compulsory
school age students should be enrolled only with the consent of
the proper authorities.
- Schools will
avoid any overt or implied claims of job guarantee upon completion
of the training.
- It is the
responsibility of every school to provide placement guidance for
all graduates who seek employment.
- Placement
records of graduates must be retained for a reasonable period
of time.
- All member
schools must answer student complaints in a timely and equitable
manner.
- All school
owners must be of good moral character and have the administrative
competence to operate the school.
